My girlfriend has bumps on her thighs filled with puss and blood. What are they?

So all her life my girlfriend has these pretty good sized bumps on her inner thighs. They are really painful and sometimes when they are squeezed blood and puss comes out. There is no oil. The bumps become very red and tender and rise. The skin also starts to break and becomes rough. Ive looked up pictures of boils and it doesnt really look like what she has. The so become red but mostly they are flesh colored. Any help?
It’s not herpes she is clean. Shes had them all her life and I think it might be something genetic. Also it’s not an in grown hair because she doesnt shave in the area where they appear
